General Description of the Programme
The GOAL Uganda country programme has five main programmes. The principal areas of focus are HIV/AIDS, child protection, disabilities, crisis recovery and emergency response. These five programmes are coordinated from the Country Office in Kampala.
GOAL is currently implementing a sizable integrated public health intervention from Kalongo Town in Pader District, Northern Uganda, in response to the humanitarian crisis caused by the civil conflict in the region. GOAL’s integrated public health programme began in 2002 and currently addresses water and sanitation, communicable disease, maternal and child health, HIV/AIDS, nutrition and food security/livelihoods. Additionally GOAL in Kalongo is involved in community development and population return monitoring.
The team is based in a relatively remote district which in the recent past was an area of conflict between the LRA and government forces. Security has improved since late 2004 and a cease fire was achieved in August 2006. Through 2007 security has been good, access to the field has been excellent, and the first half a peace agreement between the LRA and the government is signed. A team of 79 (including four expatriate positions) are based in Kalongo. Living conditions are good with expatriates currently sharing accommodation in the doctors’ compound at the hospital (though there are plans to move out of this compound in 2008). There are MAF flights to Kalongo from Kampala up to three times a week depending on demand and Eagle Air also flies to the district regularly. Travel from Kampala to Kalongo by road can take a full day (depending on road condition and season (dry/rainy)).
GOAL currently has funding for a variety of water, sanitation & hygiene interventions. With ECHO and NUREP funding GOAL is striving to achieve Sphere standards in the provision and safe access to clean water in original and resettling IDP camps. This is being community-led through PHAST hygiene promotion methodology with technical solutions including but not limited to deep borehole drilling, shallow well construction (planned), solar powered water supply systems, school and household latrines. Regular monitoring and evaluation will be key to the success of these interventions.
General Description of the Role
The Water, Sanitation and Hygiene Coordinator will manage GOAL’s Water, Sanitation & Hygiene (Watsan) programme, and develop technical staff in community hygiene, environmental and engineering fields in order to achieve GOAL’s programme objectives.
Key Duties
Programme
- Manage the GOAL Watsan programme in Kalongo
- Manage the Watsan/PHAST team to effectively deliver agreed plans and objectives, and build capacities of national team members
- Continue the programmatic transition from an emergency driven approach to a crisis recovery approach
- Continue to develop the participatory, community-led approach to the Watsan intervention
- Design appropriate water and sanitation facilities for resettling and returning communities
- Establish construction contracts and monitor the performance and progress of contractors
- Ensure adequate monitoring and evaluation of the project.
- Participate in compiling project proposals with relevant staff
- Liaise with logistics team to procure in accordance with donor requirements
- Liaise with finance team to manage budget in an efficient and timely manner
- Accompany donor representatives and other official visitors on field visits and provide them with the information they require regarding the programme, as requested.
- Maintain records of all construction activities to ensure control, transparency and accountability.
Security
- Full adherence to GOAL Uganda Security procedures
- Communicate with the Field office in accordance with standard procedures and inform fellow team members and the Program Manager immediately of any security incident.
Development and Training
- Provide appropriate training and supervision for Watsan staff, in particular the participatory community-led approach, and adequate report writing.
- Conduct training of staff through on-the job training and workshops as required.
- Implement and analyse a closing Knowledge, Attitudes and Practices (KAP) Survey and compare with the original survey in order to measure project impact.
- Identify programme training needs and arrange appropriate training in co-ordination with the Program Manager and Emergency Coordinator
Administration
- Draft monthly project progress reports and donor reports for submission to the Programme Manager
- Comply with donor and GOAL procurement policies
- Manage the programme budget through regular actual vs planned spend analyses. Ensure that GOAL Uganda financial guidelines are adhered to and that GOAL’s field Finance department is kept informed of all cash requirements and other financial issues.
- Maintain filing system in order to archive documents in line with donor requirements
- Adhere to all GOAL guidelines (including any medical guidelines and protocols, the field operations manual, security guidelines).
- Maintain attendance records of all GOAL staff directly under your supervision, draw up job descriptions and contracts for new staff as required and co-ordinate with team members regarding monthly salary payments for any part-time or casual staff in accordance with GOAL Uganda procedures.
Coordination
- Liaise regularly with appropriate Government bodies, UN agencies and NGO’s to improve coordination amongst organisations working in Watsan in Pader and promote information sharing and co-operation.
- Work with other GOAL programmes to link activities, and mainstream HIV/AIDS, gender, disability and child protection into the programme.
- Liaise with other team members to ensure the smooth running of the GOAL Uganda programme by updating information regarding activities and difficulties encountered.
- To cooperate with requests from the WaSH and Engineering Advisors for GOAL Dublin
General
- Discuss and agree any changes in programming or project arrangements (including guidelines, protocols, forms and procedures) with the Field Program Manager prior to implementation.
- Co-operate with all other members of the GOAL team and develop good working relationships with fellow expatriates, national staff, project counterparts and volunteers.
- Carry out any other relevant duties as assigned by Programme Manager
Requirements (Person Specification)
- Suitable candidates will hold a technical undergraduate degree, e.g. Civil or Structural Engineering, or an alternative relevant degree.
- At least two years experience of working in an NGO or similar Watsan environment
- Excellent communication, computer and report writing skills
- Experience of management and training of staff.
- Demonstrated analytical and conceptual skills to plan projects, timetable agreed activities, manage a budget and oversee staff activities.
- Ability and willingness to live in a remote, insecure location, within security procedures
- Good team player, flexible and capable of adapting to a recovering, rural community environment.
Desirable
- MSc in Community Water Supply, Water and Environmental Management, Water Management, Water and Waste Engineering or similar.
- Experience of managing borehole drilling programmes.
- Experience of participatory approaches including PHAST
- Experience of biosand filter introduction in rural communities
- Demonstrated technical design skills, preferably using AutoCAD
