General Description of Role
The HIV/AIDS Project Manager will have two roles:
- To be responsible for coordination of GOAL Uganda’s responses to the HIV/AIDS situation in Pader District, Northern Uganda;
- To lead national level technical support to HIV/AIDS internal and external mainstreaming for GOAL Uganda.
Accordingly, the role involves technical support, mainstreaming leadership, project development and management functions across the different thematic areas of HIV/AIDS work as well as managing GOAL’s HIV/AIDS team and community volunteers in the operation area.
Key Duties
Pader Project Management
- Responsible for the management of agreed HIV/AIDS interventions in Pader District, in line with relevant GOAL policies and approved programme documents and budgets;
- Organize GOAL’s direct HIV/AIDS work in the areas of community IEC campaigns; stepping stones training package; youth and military peer education programmes; targeted condom promotion and distribution; HIV Counselling and Testing (both static and outreach); Home Based Care of PLWHA; OVC schooling support; and livelihoods support for people infected and affected by the epidemic
- Ensure the development and timely execution of activities aimed at capacity building of local CBOs, health institutions, and government line ministries.
- Actively engage in generation of new ideas and participate in the design and development of project proposals and annual work plans that seek to adopt proven best practices and emerging knowledge, and incorporate lessons learnt in the course of project implementation
- As the budget holder of the project, undertake project cost estimates during proposal development or formulation of action plans, develop realistic budget forecasts and ensure sound project expenditures during implementation.
- Develop an effective system for monitoring of activities and supervising and supporting project staff and community volunteers during implementation
- Provide technical support to project staff in the form of on the job coaching, on the job training and seeking and recommending specific trainings aimed at staff development
- Design and oversee project evaluation plans which includes setting of realistic indicators at the outset of project development and planning, design instruments for project evaluation (both qualitative and quantitative means), organize surveys and oversee execution, analyse data and write up reports and ensure incorporation of recommendations in project implementations
- Ensure proper documentation of project accomplishments and the timely preparation and dissemination of periodic project reports – internally as well as to donors and the different relevant partners
- Ensure GOAL’s active involvement in coordination mechanisms in the project areas at the District, Sub-County and Parish AIDS Committees and Taskforces, as they become active, and in the District HIV/AIDS Cluster in the meantime.
- Represent GOAL in technical forums and network actively with stakeholders at the local, regional and national levels;
- Actively contribute to GOAL’s lesson learning and to the development of shared good practice through documentation and dissemination of lessons learned;
- Undertake other tasks as required.
Mainstreaming
- Be the main focal point for HIV/AIDS mainstreaming within GOAL Uganda, for both the Pader Programme and GOAL’s other project locations;
- Responsible for working with the Development Programme Coordinator to develop, and coordinate GOAL’s HIV/AIDS mainstreaming work (both internal and external) which involves:
- training of staff on the GOAL Guiding Documents (GOAL HIV/AIDS Workplace Policy, the GOAL Mainstreaming Toolkit, and the GOAL Workplace HIV/AIDS Education Curriculum),
- identifying focal persons as each project location and providing them with training and support;
- supporting the HR team in each location to mainstream HIV/AIDS as per the GOAL policy;
- Within the Pader District offices:
- organize creative staff awareness raising sessions;
- undertake external mainstreaming trainings to project specific staff coming from the different departments and follow-up on external mainstreaming actions;
- monitor progress against mainstreaming objectives and document lessons learnt;
- contribute towards the continuous development of GOAL’s mainstreaming approaches and policies and guidelines, etc.
Person Specifications (Requirements)
Essential
- Degree in Health Sciences or related social science fields (MSC is preferable)
- Over 5 years of experience in managing HIV/AIDS programs.
- Sound knowledge and experience in the described, integrated areas of HIV/AIDS services provision.
- Experience in HIV/AIDS Mainstreaming and capacity building of grass roots organizations.
- Experience in grassroots project management predominantly based in a developing country.
- Proven ability in managing a team of people.
- Very good planning and organizational skills.
- Fluency in the English language (both spoken and written)
- Excellent writing skills, and proven experience in report and proposal writing
- Good interpersonal and negotiation skills.
- Willingness to live and work in a remote setting.
Desirable
- Experience in participatory methodologies and keen on working with local communities
- Experience in working in different countries or geographical settings.
- Flexibility and ability to remain calm under pressure.
- Ability to influence others for positive change, and particularly district level government authorities.
- Good presentation skills
- Experience working with USAID and/or PEPFAR.
