OVERALL DESCRIPTION
General Description of the Program
GOAL’s Uganda country Programme focuses on GOAL’s four sectors of Health (including WASH), Education, Livelihoods and HIV/AIDS. We are progressively mainstreaming issues of HIV/AIDS, gender, child protection, disabilities, environment and disaster risk reduction across all our activities. - The Bugiri District Programme, South Eastern Uganda, established in 2001, implements solely through partners in the HIV sector. This programme also encompasses the Housing Support Project..
- The Pader District Programme, North Eastern Uganda, established in 2003 is steadily transitioning into a crisis recovery/development programme. Implementation is both direct and through partners in the Livelihood, Water & sanitation, HIV and Protection sectors.
- The Abim District Programme, North Eastern Uganda (Western Karamoja) was established recently at the beginning of 2009. This recovery/development progamme implements directly in the Water and Sanitation sector.
General Description of the Pader Programme
GOAL Uganda currently implements an integrated crisis recovery programme with projects that focus on Livelihoods & food security, Water and sanitation, HIV/AIDS, Rehabilitation of educational infrastructure, Population movement monitoring and protection for displaced and conflict-affected populations in Pader District, Northern Uganda. The programme is funded by a number of donors who include Irish Aid, European Commission’s Humanitarian Aid Office (ECHO), The President’s Emergency Plan for AIDS Relief (PEPFAR) and the United Nations High Commission for Refugees (UNHCR).
The programme is implemented by a team of GOAL staff (65 national and 2 international staff) based in Kalongo, Pader District. The programme activities are implemented in partnership with a range of key stakeholders including the District and Sub-District Government Authorities, Kalongo Hospital, other NGO agencies and community based organizations (CBOs). The programme is currently focusing on transitioning from emergency programming to long-term recovery initiatives as the affected populations move from IDP camps and return to their villages of origin. This has been made possible with the improving security situation in the region over the last two years.
General Description of the Role
The primary responsibility of the Deputy Programme Manager - Systems is to provide the Pader district programme with administrative, financial and logistical support. Additionally, the DPM will offer oversight to the same systems in the Abim District Programme. The DPM – Systems will be based in Pader District (Kalongo) with about 25% of the time spent supporting Abim Programme (Approximately one and a half hours drive from Kalongo).
Key Duties:
Finance component
- Support the programme managers in both Pader and Abim to ensuring that programme budget are well managed through regular review and regular update of the rolling budgets.
- Audit of both Pader and Abim Programme cash flow through routine field checks and document review.
- Ensure relevant donor compliance issues are adhered to and upheld in both districts
- Work with the Pader and Abim Programme Manager and liaise with ACD – Systems and GOAL Uganda’s Financial Controller to ensure that all internal control procedures for cash payments are followed in addition to other financial related matters.
- Directly supervise the Finance Officer in Pader and provide information and review for the performance management of the Abim Finance Officer
Logistics component
- Follow distributions of stocks and ensure distribution lists are donor compliant through routine checks and document review in both district.
- Audit stocks room paperwork, including the authorization process in both districts.
- Review and/or revising vendor roster on a quarterly basis in both districts in conjunction with the Logistic Manager in both Pader and Abim to ensuring good fleet management and timely and accurate reports to the Programme Manager and the Assistant Country Director/Systems.
- Provide guidance to the Logistics Manager in both Pader and Abim to ensure that GOAL’s assets are managed in an effective and efficient manner.
- Directly supervise the Logistics Manager in Pader and provide information and review for the performance management of the Abim Logistic Manager
Programme component
- Work with the Programme Managers in Pader and Abim to monitor and audit that all distributions, trainings, meetings and other programme activities to ensure that they are carried out according to internal procedures and approved work-plans.
- Become familiar with current projects, work plans, and budgets in order to carry out monitoring and auditing tasks in both Pader and Abim.
Administration and Human Resource Component
- Familiarize self with GOAL Uganda HR and performance management policies and ensure they are followed, supporting all programme staff to do so in both district.
- Ensure that all new staff are adequately inducted and evidence of the same is on file in both district.
- Support the performance management appraisal system in order that appraisal objectives for all team members are SMART.
- Identify and organize appropriate initiatives to meet capacity building needs of staff as identified in the performance management process. This should be done in liaison with the HR department in Kampala.
- Oversee recruitment of national staff positions (design job descriptions, organize and participate carry out interview processes).
- Contribute to the review of staff policies.
- Direct supervision of the Kalongo HR Officer.
Remote support to the Abim District Programme
- Spend at least 5 days each month in Abim district supporting the systems in the Abim Programme. Provide clear and documented actions from each visit and follow up on the subsequent visit. Copy these support visit reports to ACD –Systems as well as the relevant programme staff.
General Programme Support
- Work with Kalongo and Abim senior management team to ensure that internal procedures are followed, and report any suspected misuse of financial or physical resources to Programme Managers immediately.
- Provide on-the-job or formal training to staff if and when necessary.
- Liaise with senior management team in Kalongo and Abim to ensure donor compliance and minimize risk wherever possible.
- Perform any audit and other tasks as per requested by the Programme Managers and the Kampala.
- Submit a personal monthly report to the Programme Manager and copied to ACD- Systems.
Job Requirements
- University degree and relevant professional experience desirable
- At least 3 years of practical experience in administration and/or finance and / or logistics background
- At least 1 year’s experience in a developing country
- Ability to work on own initiative
- Ability to work as part of multi disciplinary team.
- Be culturally aware and sensitive
- Proven humanitarian qualities.
- Ability to live and work in an isolated area and in conditions of limited comfort.
- Good computer skills – Word & Excel.
Desirable
- Previous NGO or field experience in a developing country
- Accounting background
