GOAL
GOAL has been operational in North Sudan since 1985 and currently
has well established programmes across four locations in
the region. The current programme focus’s on four
main sectors: education, (GOAL N Sudan supports an informal
education approach called REFLECT for women’s literacy
and empowerment intervention), water and sanitation, sustainable
livelihoods and primary healthcare our largest sector.
All interventions are carried out with local partners as
appropriate and in the health sector GOAL has well established
relations with MoH.
GOAL N. Sudan is in the process of updating N. Sudan Country
Strategic Plan for 2007 – 2011. This process is addressing
long term development approaches to sector programming across
Sudan. To date the process has highlighted areas that GOAL
N. Sudan wish to strengthen, reaching the poorest of the
poor; moving towards evidence based programmes; building
our community ownership processes and encouraging more capacity
building both within GOAL staff and within the communities
in which we work. The WASH Manager management team will have
a central role in driving and influencing how these themes
will be incorporated.
GOAL operates an integrated programme approach across all
communities in order to ensure that all communities are fully
engaged with addressing their own development needs. A key
strategy for the next year is to have fully integrated programmes
across all sites.
The above mandate will not preclude GOAL from responding
to emergencies within our areas of operation, or from responding
to urgent humanitarian need outside of these areas in the
absence of other humanitarian actors.
Current field locations are in Kassala State in the East,
Abyei in South Kordofan and Kutum in North Darfur with a
limited presence in Dar es Salam camp on the outskirts of
Khartoum. GOAL is also operational in South Sudan and as
part of the Comprehensive Peace Agreement (CPA) signed in
January 2005, cooperation and collaboration across both country
programmes will be required.
Description of Abyei
As one of the three transitional states designated under
the Comprehensive Peace Agreement, Abyei is undergoing a
period of intense social and political change and uncertainty.
Following decades of war, tens of thousands of formerly displaced
people are returning to their family homeland every year,
but there is as yet no mandated or effective government in
place. GOAL was the first INGO to start work in Abyei, where
we have been operating a primary health care programme since
2003. This has now expanded into an integrated operation
with nutrition, health promotion, HIV, adult education and
women’s empowerment, NFI, agriculture and water programmes
aimed at post-conflict recovery. Description of the role
The WASH Manager will co-ordinate all Abyei programmes in
Water, Sanitation and Hygiene Promotion. A special emphasis
on community ownership and contribution of water and sanitation
projects requires particular strength in approaches like
Community-Led Total Sanitation. Additionally the WASH manager
will be coordinating closely with the health manager and
health promotion team on consolidated community WASH program.
In light of recent insecurities this is critical to the current
response.
Key Duties:
At program level
- Support and build capacity to ensure the implementation
of the WASH programme as defined in the strategic plan
and as indicated by the WASH Coordinator for North Sudan.
- Planning
of WASH projects in collaboration with the WASH national
technical
team and Abyei Area Coordinator.
- Oversee designs, installation and operation of the new
WASH activities with the lens of hygiene promotion
- Develop, invent and identify new methods and activities
that insure community received well targeted hygiene promotion.
- To link hygiene promotion to GOAL WASH engineering activities
through effective coordination with the WASH technical
team and the health team.
- Supervise all related water and sanitation engineering
works to be carried out by GOAL in different operational
areas of Abyei associated with WASH. This will include
where necessary design, tendering, supervision of contractors
and commissioning of works.
- Work closely with Health Team
on health/hygiene promotion strategies and with communities
to ensure good quality public
health information on personal and environmental hygiene
with particular reference to raising awareness in the communities
of latrine use with special focus on the hygiene promotion
part of it.
- Assist areas in preparation of Programme Management
Plans(PMP’s),
programmes and contract documents for all the aforementioned
works through preparation of relevant work plan for the field
activities to ensure progress on schedule and budget.
- Manage
national staff and build their technical skills and knowledge
and expertise on water, sanitation and hygiene
promotion relevant to the programme.
- Assist in the capacity
building of CBOs and local actors including the support
development and training of Watsan
committees
- Willingness to become involved and understand
community processes and lead team in mobilizing community
responsibility
to realise the aims and objectives of the WASH projects by
training communities in maintenance and operation of schemes
and on sanitation awareness.
- Encourage community members
to meet their own needs

act on behalf of the people they represent and help the
needs of those people to be met.

- Coordinate with other NGOs and UN actors involved on
water provision.
- Coordinate closely with Health Team on hygiene promotion
and health messages.

- Contribute as required in the prepare progress reports
as required by GOAL and by donors.
- Contribute as required in the preparation of final reports.
- Contribute
to monthly/weekly reports as required by AC

On administration and finances
- Monitor expenditures on the interventions.
- Revise budgets
for program activities.
REQUIREMENTS:
- Hold a recognized university degree in Water Engineering
, environmental engineering, degree in Public health
or similar related subject with a technical background
with
special focus on hygiene promotion part of it .
- 5+ years
experience in various design, tendering and supervision
of WASH engineering works. At least 2 of these should
be in the water and sanitation company
- 3+ years of previous
relevant experience in a development/emergency programme
as programme manager.
- Experience of work and partnership
with local development actors,
- Staff management, personnel
and training skills essential.
- Good computer skills. Working
knowledge of Microsoft Word and Excel .
- Good standard
of written, spoken and understood English.
Desirable
- Previous work experience with Non-Governmental
Organisations particularly in a watsan
programme management position.
