Contract Length 6 months with an option to extend for a further 6 months, including 3 months probationary period

OVERALL DESCRIPTION

General Description of the Programme:
As one of the three transitional states designated under the Comprehensive Peace Agreement, Abyei is undergoing a period of intense social and political change and uncertainty. Following decades of war, tens of thousands of formerly displaced people are returning to their family homeland every year, but there is as yet no mandated or effective government in place. GOAL was the first INGO to start work in Abyei, where we have been operating a primary health care programme since 2003. This has now expanded into an integrated operation with nutrition, health promotion, HIV, adult education and women’s empowerment, NFI, agriculture and water programmes aimed at post-conflict recovery. As the health and nutrition status of the displaced population was in jeopardy, GOAL has established PHC activities in 4 fixed and 8 mobile health facilities. All clinics have a busy curative care section. Reproductive Health (RH) care of varying quality is supplied in all the mobile and fixed health facilities. The quality of the RH programme in the clinics depends on whether it is supplied by Sudanese midwives, (3 of the 4 health facilities have midwives), or Traditional Birth Attendants (TBA).

General Description of the Role:
The main purpose of this position is to strengthen the RH service offered to women attending the clinics and those in the community through support, supervision, and training of local midwives and TBAs.

Key Duties:

  • To manage and co-ordinate the RH aspects of the GOAL PHC programme in Abyei.
  • To become familiar with the Ministry of Health and GOAL RH Guidelines and practices.
  • To monitor and evaluate current RH activities in Abyei and ensure all GOAL and MOH guidelines are adhered to and/or adapted as necessary.
  • To make monthly plans for the RH work in co-ordination with the GOAL Sudanese health visitor and monitor progress with the plans.
  • To carry out regular supervision visits of the clinic midwives and TBAs together with the GOAL Sudanese health visitor.
  • To assist in strengthening the GOAL’s community TBA training and monitoring systems to facilitate closer liaison between the clinic and GOAL community RH activities.
  • To elaborate plans to increase GOAL’s RH activities in the community.
  • To promote the utilization of RH elements currently underused, (postnatal care, family planning and treatment of Sexually Transmitted Infections using the Syndromic Management).
  • To strengthen the cooperation between GOAL and the MSF swiss in relation to assisting victims of Gender Based Violence.
  • To be familiar with the GOAL proposals to donors and to ensure that the RH activities are implemented in line with the project proposals.
  • To ensure that all PHCs have a regular supply of all materials and equipment needed to safely care for antenatal, intrapartum and postnatal women.
  • To assess the training needs of RH staff and develop a training programme to meet these needs, (GOAL usually contracts Sudanese or Arabic speaking expatriate trainers from the Ministry of Health or the UN Family Planning Association (UNFPA).
  • To oversee the implementation of the training programme.
  • To work with senior national staff to develop their supervision, training and management skills.
  • To collect, analyze and report on the RH data outlined GOAL RH Information System.
  • To provide constructive feedback to PHC staff from the data collection.
  • To assist in compiling the RH inputs to monthly and Quarterly project reports for GOAL Dublin and the donors, with assistance from the appropriate RH staff.
  • To assist in compiling the RH parts of Abyei Project Proposals with the assistance of the appropriate staff.
  • To keep the Abyei Health Manager appraised of all activities and any difficulties that may arise.
  • To work at all times in a manner that promotes teamwork within GOAL and assists in the achievement of GOAL’s programme aims.
  • All other duties as instructed by the Abyei Health Manager.

Requirements:

  • Registered Midwife with at least 2 years post registration experience in country of origin.
  • Teaching and/or training experience.
  • Demonstrated analytical and conceptual skills to plan projects, timetable agreed activities and oversee staff activities.
  • Outgoing personality with good communication skills.
  • Good team player, flexible and capable of working with a multinational country team.
  • Ability and willingness to travel to rural locations and live in sometimes basic conditions.
  • Good computer skills, including familiarity with Microsoft Word and Excel.

Other Desirable Criteria

  • Previous experience working for an international NGO in developing countries.
