General Description of the Programme:
Since 1985 as one of the first NGO’s in Sudan GOAL, has had a long and successful history of operations in North Sudan. Currently there are well established programmes across four locations in the region Darfur, Abyei (the Transitional Areas), Kassala and Khartoum. All areas are key conflict areas in the last five years.
Our current annual programme budget is Eur 7 million plus with our main donors including: USAID/OFDA, DFID, UNDP, ECHO & Irish Aid (MAPS).
There are around 25 international and 500 national GOALies who work together with good humour and dedication to manage our programmes in this challenging but rewarding climate. Some of the team have been with GOAL for over 10 years and continual staff development is a key function of all positions within GOAL.
GOAL is also operational in South Sudan, covered by a separate coordination office based in Juba, as part of the Comprehensive Peace Agreement (CPA) signed in January 2005. Cooperation and collaboration across both country programmes is evolving in response to ongoing political and operational challenges.
The current programme focus’s on four main sectors: an innovative adult education (GOAL N Sudan implements an approach called REFLECT for women’s literacy and empowerment which is life-changing), water, sanitation and hygiene promotion (WASH), sustainable livelihoods and primary health care our largest sector. All interventions are carried out with local partners as appropriate and in the health sector GOAL has well established relations with MoH. As a “hands on” organisation GOAL also works in emergency response in our areas of operations. Our mandate will not preclude GOAL from responding to emergencies within our areas of operation, or from responding to urgent humanitarian need outside of these areas in the absence of other humanitarian actors.
GOAL N. Sudan has updated its N. Sudan Country Strategic Plan for 2007 – 2011. It addresses the longer term development approaches with our humanitarian and sector programming across Sudan. GOAL N. Sudan is strengthening it’s ability to reach its core beneficiaries by moving towards evidence based programmes and results driven activities through building community ownership processes and encouraging more capacity building both within GOAL staff and within the communities in which we work. GOAL’s approach toward projects is to getting things done.
GOAL is successfully operating an integrated sectoral and programme approach across communities. Full community engagement in addressing their development needs is key to long-term successful programming. GOAL is looking for collaborative, can do people who will add value to our forward programming and operational strategy.
General Description of the Role:
The main purpose of this position is to support and assist the Country Director (CD) by providing support to the support operation teams in Khartoum and in the field. GOAL's ultimate aim is to build the capacity of national staff, minimising expatriate input where possible and promoting self-reliance in the communities in which it operate. There is also a focus within this role to look at improving efficiency and effectiveness in all areas, in particular the sharing of best practice ideas across different field areas.
Overall Objectives of the position:
- Support and manage the Logistics Manager;
- Support and manage the Human Resource Manager;
- Support and manage the Administration Manager;
- Support and manage the IT Manager
- Support and manage the Construction Manager
- Improve and maintain Khartoum "operational security"
- Assist with any transition between north and south Sudan programmes and any reconfiguration of staff structures to reflect a "One Country CD" approach.
Key Duties
Logistics
- Directly manage the Logistics Manager and support the Logistics team with a focus on the following areas;
- Setting up and management of updated systems (policies and procedures) relating to logistics and procurement.
- Ensuring all tenders, vehicle and other significant purchases are handled in a transparent, donor compliant and thoroughly documented way;
- Ensuring the logistics department adheres to the GOAL logistics manual
- Ensure the field sites receive regular audits and support visits in order to build local logistics capability
Human Resources
- Directly manage the Human Resource Manager and support the department with a focus on the following areas;
- Setting up and management of updated systems (policies and procedures) relating to HR.
- Recruitment and selection of national staff;
- Development and retaining a strong team of national staff ensuring that programming quality is not compromised in the event of departure of senior staff or lack of availability of expatriate staff;
- Ensuring that expatriate and national staff administration policies are documented in writing and continuously updated so that objective decision making can take place based on these policies.
- Ensuring a clear training plan is developed following the annual appraisal process and that the plan is delivered against
- Ensure the field sites receive regular audits and support visits in order to build local HR capability
Administration
- Directly manage and support the Administration Manager with a focus on the following areas;
- Setting up and management of updated systems (policies and procedures) relating to administration.
- Ensuring that GOAL policies are enforced and documented
- Managing all regulatory requirements
IT
- Directly manage and support the IT department with a focus on the following areas:
- Setting up and management of updated systems (policies and procedures) relating to I.T.
- Ensure clear procedures are in place and adhered to for the tracking of IT assets
- Ensure field sites receive regular support visits to ensure IT and communications are optimised
Construction
- Directly manage and support the Construction department in the following areas:
- Ensure that clear timelines and budgets are developed in conjunction with technical and field managers
- Ensure that a management structure is developed within the department with appropriate resources to cater for the variable workload
Khartoum Security
- Work with the Sudan Security Officer to ensure the Khartoum Security plan is accurate and up to date
- Support operation departments to implement security action points
- Deputise for the CD as required
Requirements:
- Masters Degree in International Relations, International Development, Business Administration, Humanitarian Assistance or other relevant area;
- Experience in dealing with institutional donors such as OFDA, DCI, DFID and European Commission;
- Strong demonstrable previous experience in project planning, implementation, monitoring and evaluation - this will include use of planning tools such as logical framework analysis (LFA);
- Relaxed, team player who is flexible and has an interest in the analysis of the complex political environment in which GOAL Sudan is operating;
- Excellent interpersonal, motivational and management skills;
- Excellent analytical and writing skills;
- Strong experience liaising with governmental / local authorities and other NGO’s;
- Awareness regarding staff safety and security requirements.
