OVERALL DESCRIPTION

General Description of the Programme:
GOAL first started working in South Sudan in the mid 1980, originally through short term emergency intervention. 

GOAL South Sudan currently has 3 programme sites Twic County, Warrap, Kurmuk County, Southern Blue Nile and Malakal and Sobat in, Upper Nile State.

At these sites GOAL South Sudan operates public health programmes activities include curative primary health care, based on the management of 28 primary health clinics; preventative health care including HIV/AIDS messaging, malaria control and hygiene promotion; nutrition and food security, water and sanitation engineering and clinic construction/rehabilitation.

General Description of the Role
The assistant PHC coordinator will be responsible for assisting the PHC coordinator in the overall management of the PHC programme and the Programme Support Officer in day to day activities.  This position demands a deep understanding of the PHC concept including excellent clinical knowledge. The Assistant PHC Coordinator must have good management and interpersonal skills, reporting and analytical expertise, a strong desire and competence to coordinate and teach the staff who are managing health facilities within a rural primary health care setting and the ability to liaise with different actors in the health sector. Incumbent will assist in monitoring and evaluating the programmes, including management and analysis of HIS data. Incumbent will assist in proposal writing and routine reporting. This post will need to facilitate the achievement of project objectives through the provision of technical support and coordination both internally and inter-agency.  In the execution of duties it is expected that the role will require extensive travel within South Sudan. 

Key Duties

  • Input to, and support of, the coordination/management of all PHC related components (community, preventive, curative health, emergency response, nutrition) in all areas of operation in South Sudan;
  • Assist the PHC coordinator in managing the PHC team in Juba and in the field in each area of operation and in integrating the different components of PHC;
  • Travel frequently to all areas of operations to support the PHC teams;
  • Ensure that relevant MOH policies, protocols and guidelines are implemented within the PHC programme;
  • Assess the training needs of the PHC team in all areas of operation and address the needs with appropriate inputs;
  • Support the PHC coordinator in assisting the Area Health Managers;
  • Assist the PHC coordinator in ensuring effective communication and coordination within the PHC team;
  • Assist the PHC coordinator in liaising with the HR manager on PHC programme HR issues;
  • Assist the PHC coordinator in coordinating with MOH and with other agencies/organisations at Juba, State and local level;
  • Represent the PHC programme to ensure coordination with all southern Sudan actors if required.
  • Assist the PSO in collation, analysis and reporting on outputs, impacts and indicators for the donors and wider community;
  • Assist PSO and ACD-Programmes is proposal writing process
  • Provides input into PHC programme planning in order to improve the quality of the PHC services provided;
  • Assist the PSO in HIS data collection and analysis.
  • Any other duties required by PHC Co and PSO.

Requirements (Person Specification)

  • Qualified nurse/midwife/clinical officer/doctor
  • Relevant courses
  • Previous experience in PHC/health programmes in management/coordination position
  • Previous working experience with international organisations/agencies in Southern Sudan
  • Experience in liaising with other organisations and government officials
  • Fluent in spoken and written English
  • Staff management experience and good inter-personnel skills
  • Report/proposal writing skills
  • Very enthusiastic and keen to travel and work extra hours to achieve the objectives of the programme
