OVERALL DESCRIPTION

General Description of the Programme
GOAL has been working in Sudan since 1985, originally in government controlled areas of Sudan, but from the early 1990s expanding into areas of southern Sudan controlled by the SPLA.

Initially GOAL’s activities in Southern Sudan took the form of short term emergency interventions, but 1998, with the opening of a permanent base in Twic County, Warap State, saw a move to longer term interventions although the focus of the intervention remained emergency response. GOAL South Sudan currently operates programme in Twic County, Warap State, Kurmuk, Blue Nile State, Malacal town and the Sobat Corridor in Upper Nile State.

GOAL South Sudan interventions have in recent years expanded to include a more integrated Primary Health Care approach, including, curative primary health care, based on the management of primary health clinics; preventative health care including HIV/AIDS messaging, malaria control and hygiene promotion; nutrition and food security, water and sanitation engineering and clinic construction/rehabilitation.
 
General Description of the Role
The Community Health and HIV/AIDS Coordinator takes overall responsibility for the implementation of the health promotion component of GOAL South Sudan’s comprehensive primary health care programme. Currently health promotion programme is operational in three underserved locations in South Sudan and in Malakal town. The priorities for the community health team include the prevention of malaria, diarrhoea, malnutrition and HIV/AIDS and the promotion of EPI, antenatal care and other health services, clean water and sanitation. Programme activities are based both in health facilities and in the community, and strategies include health promotion campaigns and the healthy settings approach.  The Community Health and HIV/AIDS Coordinator reports directly to the Primary Health Care Coordinator and works closely with other programme coordinators to ensure optimal integration of programme activities where appropriate. 

Key Duties

  • Plan and manage the implementation of the health promotion and disease prevention components of GOAL South Sudan’s PHC programme in all areas of operation in South Sudan;
  • Directly manage the Community Health and HIV/AIDS team;
  • Travel frequently to all areas of operation to supervise and coach Community Health Officers and their teams and provide ‘hands on’ guidance to the CHOs for the management of programme implementation;  The CH/HIV/AIDS Coordinator will also liaise closely with the Area Health Manangers and Area Coordinators in all field sites. 
  • Develop training curriculum, train and implement activities for community health promoters and peer educators in all areas of operation;
  • Plan and implement capacity building strategy for community health committee members in all areas of operation;
  • Develop IEC materials appropriate to target groups and locations;
  • Manage LLITN, condom and other prevention/promotion supplies;
  • Improve the quality of health promotion activities through supervision of key staff, analysis and dissemination of M&E data and lessons learnt, and review of GOAL and other best practice guidelines;
  • Manage VCT centre health promotion for VCT in Kurmuk and attend task force meetings;
  • Manage the community health programme budget;
  • Provide community health reports as required;
  • Input into community health programme planning and proposal writing as required;
  • Manage the implementation of the HIV/AIDS workplace policy and HIV/AIDS mainstreaming activities;
  • Coordinate with Ministry of Health representatives at Juba, State and local levels and facilitate participation of MoH in programme planning, implementation and M&E;
  • Coordinate with health sector UN agencies and NGOs at Juba, State and local levels.
  • Coordinate with GOAL teams on the ground for the integration of the community approach in all departments.

Requirements:

  • Masters in Health Promotion, Public Health, Community Development or other relevant field;
  • Minimum 2 years experience working in community health in a humanitarian agency;
  • Strong interpersonal and people management skills and experience;
  • Proven training and capacity building skills;
  • Effective problem analysis and problem solving skills;
  • Willingness to travel to remote areas of South Sudan.
