OVERALL DESCRIPTION
General Description of the Programme:
GOAL has been working in Sudan since 1985, originally in government controlled areas of Sudan, but from the early 1990s expanding into areas of southern Sudan controlled by the SPLA.
Initially GOAL’s activities in Southern Sudan took the form of short term emergency interventions, but 1998, with the opening of a permanent base in Twic County, Warap State, saw a move to longer term interventions although the focus of the intervention remained emergency response. GOAL South Sudan currently operates programme in Twic County, Warap State, Kurmuk, Blue Nile State, and the Sobat Corridor in Upper Nile State.
GOAL South Sudan interventions have in recent years expanded to include a more integrated Primary Health Care approach, including, curative primary health care, based on the management of primary health clinics; preventative health care including HIV/AIDS messaging, malaria control and hygiene promotion; nutrition and food security, water and sanitation engineering and clinic construction/rehabilitation.
General Description of the position:
This position is responsible to the Country Director for the management of South Sudan Logistics, Human Resources and IT teams.
Overall Objectives of the position:
The ACD Operations is a member of the Senior Management Team; they work closely with the other members of the SMT to achieve the program objectives, as set out in the Country Strategic Plan and the various donor proposals which fund GOAL’s activities in South Sudan. and as such have a key responsibility in managing and focusing all support operations towards enhancing GOAL’s program activities
Key Duties:
- Support and manage the Logistics Coordinator
- Support and manage Construction Managers
- Supervision of all logistical operations, including procurement, supply chain, asset management, air transport and fleet management, at the various field and support sites.
- Ensure compliance of logistical operation with GOAL Logistical Manual and with Donor requirements.
- Work with the Logistics Coordinator in ensuring that where practicable goods and services are procured in country and as close to the programme sites as possible.
- Manage the relationship between the South Sudan Logistics team and their Northern counterparts
- Support and manage the HR Coordinator.
- Support and manage the Human Resource office in ensuring that fair and legally appropriate HR policies are in place and adhered to at all times.
- Support and manage the IT Manager
- Support the Country Director to monitor the security situation in the project areas and to ensure all staff are familiar with and adhere to the GOAL Security Guidelines.
Requirements:
- Five years overseas experience of which 2 years must be at at senior management
- Experience in dealing with institutional donors such as OFDA, ECHO and DFID
- Experience in resource planning and allocation
- Experience of managing construction projects
Experience in managing HR, contracts and planning
Experience in bid and tender
Experience on managing staff health and safety
Experience of managing security and developing context analyses
Experience in logistics and knowledge of the procurement cycle
Experience of managing fleet and fleet procurement cycles
- Excellent interpersonal, motivational and management skills
- Analytical and writing skills
- Experience in budget development and management
- Experience in liaising with governmental/local authorities and other NGO’s
- Knowledge of IT networks, hardware and configuration
