OVERALL DESCRIPTION

General Description of the Programme
In response to reports of dire food shortages and famine in Niger, GOAL sent an emergency team to the landlocked West African country in July 2005.

In partnership with The World Food Programme, GOAL implemented a major General Food Distribution programme targeting 225,000 vulnerable people in 10 designated Zones in the Zinder region. 

GOAL’s emergency response in Niger has incorporated links with relief and development in recognition that the underlying cause of the crisis in Niger is abject poverty. For example, GOAL has implemented a longer term food security programme by providing animals and tools through livelihood fairs. GOAL’s other programmes to date have included hygiene promotion and an emergency water programme.

GOAL recognised that it was not just the immediate food crisis that was pushing up malnutrition levels. Much of the problems were structural and due to abject poverty including, poor education, lack of access to healthcare and water.  As a result GOAL has decided to stay in Niger for the medium term and focus on recovery and relief interventions.

At present GOAL is operating the following programs: Supplementary Feeding; Water and Sanitation; Livelihoods; and a small School Rehabilitation Program.

GOAL now has a team of six international staff working in Niger, backed up by a team of 120 national staff.

General Description of the Role:
As the GOAL WASH Coordinator, you will be responsible for the design, implementation and evaluation of both the technical and social components of individual WASH projects and for initiating other appropriate WASH projects in the Zinder region.

Key Duties:

  • To provide technical advice and expertise, particularly for the engineering team throughout the construction phases of any water/sanitation programme.
  • Responsible for needs assessment and site selection in conjunction with partners
  • In collaboration with GOAL management team, decide on appropriate WASH programs for GOAL Niger
  • To prepare appropriate donor proposals for the WASH program in Niger. To prepare interim donor reports in conjunction with appropriate staff.
  • Train and mentor local engineers
  • Design and implementation of both the technical and social components of specific water projects, including WASH with hygiene education components
  • Award and manage construction contracts
  • Ensure community participation in projects where possible and practical
  • Responsible for quality, conformity, cost and timelines of construction projects
  • Supervise work sites – field and office
  • Ensure that project activities are implemented and budget administered in line with the work plan and donor policies and standards
  • Ensure monitoring systems are in place and that project reviews are carried out
  • Undertake project reporting and evaluation within deadlines as required, so as to contribute to optimisation of sustainability and effectiveness of project.
  • Manage, identify training opportunities, and provide on-going capacity building for, national WASH staff
  • To provide all WASH staff with regular performance evaluations
  • Coordinate with other members of GOAL team, other agencies, donor representatives, community representatives and local authorities. This includes active participation in WASH sector coordination meetings and promotion of exchange of good practice and information between agencies and government.
  • Responsible for needs assessment and site selection in conjunction with partners
  • Capacity building of local partner organisations / structures where appropriate
  • Ensure wherever possible an empowering approach to working with communities
  • To assist in strategic planning for GOAL.
  • To work at all times in a manner that promotes team work within GOAL and assists in the achievement of GOAL’s programme aims.
  • Ensure M&E, baseline data collected, is in compliance with GOAL’s global M&E framework
  • To adhere to the GOAL Niger Security Guidelines and ensure WASH staff do the same.
  • To manage the multi-disciplinary team of national and expatriate in line with good performance management practice
  • To manage/recruit department staff in accordance with GOAL Niger human resource policy
  • To ensure national staff counterpart is developed

Requirements: (educational, language, etc.)

  • Relevant experience and education
  • 2 + years of previous overseas experience in humanitarian assistance programmes
  • Experience in proposal and report writing
  • Experience in liaising with government officials and donors
  • Proven ability to secure donor funding
  • Staff management and personnel skills
  • Budgetary control and financial management skills
  • French
