General Description of the Programme:
In July 2005, GOAL was one of the first international agencies to respond to the Niger food crisis, when over 3.6 million of the 11.5 million population faced critical food shortages. GOAL intervened during this crisis by distributing emergency food supplies in the Zinder region to the most vulnerable. After the 2005 crisis GOAL remained in Niger and in particular in the Zinder region with a programme that aims to improve the health and nutritional status of the most vulnerable populations of Zinder Region by tackling their endemic problems of acute malnutrition, improving food security, hygiene practices and increasing sustainable access to safe drinking water, sanitation and education. At present the Zinder programme is the only programme of GOAL in Zinder.
The present GOAL activities are mainly implemented in Mirriah department of Zinder region. In Mirriah GOAL has identified the most vulnerable villages and these villages form the so-called GOAL Integrated Zone of Intervention (GIZI) In this area GOAL has implemented a multi sectoral approach to address the problem of food insecurity and deteriorated health and nutrition. At present GOAL is implementing an ambulatory feeding program (supplementary and therapeutic) from out of twelve sites in the GIZI. GOAL is supporting the villages in increasing food security by distributing goats which are bred and shared by women according to a traditional system called Habbanay. The Habbanay makes part of the livelihoods department which also tackles the problem of soil erosion or desertification by land reclamation activities and tree planting. In order to contribute to the health of the population as well as providing water for livestock the WASH (Water, Sanitation & Hygiene) is implementing a complementary intervention that involves the rehabilitation of existing open and closed water sources, construction of latrinesand conducting hygiene promotion. To complement the different sectors that can contribute to an improvement the lives of the beneficiaries the GOAL education department aims to increase the accessibility and improvement of schools by constructing and rehabilitating schools and to empower the school committees. All sectors of the GOAL programme have a strong emphasis in empowering the beneficiaries.
The GOAL Zinder programme consists of 8 international staff and about 225 local staff. The departments are supported by logistics and finance and the logistics coordinator and the financial controller are based in Zinder while the Country Director is based in Niamey where a support office has been set up.
General Description of the Role:
- To translate the Country Strategic Plan (CSP) together with the Senior Management Team into project proposals and to ensure proper implementation & evaluation of the various project components and safeguarding the multi-sectoral approach in accordance to the programme’s objectives as well as GOAL policies and mandates while constantly monitoring the context. To ensure the smooth daily management of this large multi-sectoral programme.
- GOAL maintains a coordination and support office in Zinder town with the majority of programme activities carried out in the Mirriah, Tanout and Goure departments of Zinder region. This will include security management, dealing with local authorities, representing GOAL on a regional and departmental level, liaising with the senior management team and technical coordinators.
Key role & responsibilities
Operational management
- To co-ordinate the GOAL Zinder programme in accordance with the GOAL Niger CSP and other GOAL policies, and in line with GOAL quality standards.
- Coordination and programme planning to ensure programme implementation in accordance with the project proposals.
- Daily management of the department coordinators in the programme.
- To contribute to the planning of the GOAL Zinder programme including the preparation, reviewing and updating of the programme proposals, budgets, evaluations and annual plans (financial and human resources) in collaboration with the senior management team and CD.
- Submit weekly and monthly reports to the CD and provide input for donor reports and proposals.
- To organize Emergency Preparedness capacity in the Zinder programme
- To implement the local security plan and procedures.
- Actively stimulate discussion and contribute to the GOAL strategy in Niger and in particular in Zinder.
- Accompany donor representatives and other official visitors, when requested by the GOAL Country Director, and provide information as required.
- Implement other tasks as identified by the CD.
Communication & representation
- Ensure proper coordination with the local authorities, regional governmental departments, UN bodies and NGOs in Zinder Region.
- Ensure, that where possible, that GOAL is represented at appropriate coordination meetings.
- To act as an intermediary between the SMT and project staff where necessary.
Security
- Implement GOAL security guidelines and procedures.
- Ensure that all staff are familiar with GOAL’s security guidelines and with the GOAL evacuation plan.
- Ensure all office and accommodation meet basic security standards, including fire prevention, lockdown and evacuation procedures
- Monitor the security situation and advise the Country Director of any changes or adverse conditions affecting staff safety or project operations in the region.
- Assess the context in the region with regard to rebel and population movements and criminal activity with implications for security.
- Ensure that all communication procedures are in place.
HR Management
- Ensure compliance with the GOAL HR Manual.
- Contributes to the expatriate staffing process by preparing job profiles and providing his/her opinion to proposed candidates.
- On a day to day basis, to supervise and coach the international staff in the programme.
- Liaise closely with the Country Director on HR issues related to international staff.
- Monitor and approve all annual leave of international staff in Zinder.
- Ensure implementation of staff appraisals as per GOAL standards and/or needs.
- To perform briefings and debriefings of staff and visitors in Zinder
- Ensure that international staff has proper living conditions. This includes access to clean water, safe and adequate hygiene living environment and adequate stores of nutritious food is available.
- Liaise closely with the Financial Coordinator on HR issues related to local staff.
Logistical Management
- Ensure that GOAL Niger Logistical procedures are adhered to at all times.
- Coordinate with the Logistics Coordinator to ensure all logistical requirements are provided in a timely and cost effective manner.
Financial Management
- To develop and after approval, monitor the project budget in collaboration with Financial Controller and the Logistic Coordinator to whom financial administration tasks are delegated.
- To ensure correct and complete implementation of the financial administration of the programme/project according to GOAL systems and standards.
- Ensure that GOAL Niger financial procedures are adhered to
- Make sure the Financial Controller is informed of all cash requirements and other financial issues.
Requirements:
- At least two years previous overseas experience with an international agency in humanitarian programmes in a management position
- Proven experience in supervising, managing/coaching and training others (people management)
- Previous experience in project planning, monitoring and evaluation preferably in a development or NGO context
- Experience in dealing with national authorities, national and international NGO’s /UN bodies
- Experience in supervising financial and salary administration and budget monitoring
- Ability to act as part of a multi-cultural and multi-disciplinary team
- Ability to organize and prioritize workload, using initiative when appropriate
- Ability to cope with stress
- Proven ability to take responsibility for security issues
- Ability to represent the organization with (inter-) national counterparts and proven negotiating skills
- Diplomatic, flexible attitude and patience
- Good command of English and French
- Available for a minimum of 12 months
- Valid passport to cover period overseas
