OVERALL DESCRIPTION

General Description of GOAL Programme
GOAL became operational in Malawi in April 2002 and ran food distribution programmes as part of a consortium of agencies. In 2005 Malawi experienced the lowest crop production of the past 7 years causing the President to declare a state of national disaster with an estimated 4.2 to 4.6 million Malawians requiring food and agricultural inputs.  GOAL distributed food to 34,085 households in all nine Traditional Authorities (TA’s) of Nsanje District in the south of the country during the first three months of 2006 leading up to April harvest time. Food assistance continues with further interventions depending on the results of the harvest in April/May and the Malawi Vulnerable Assessment Committees (MVAC) projections for the year along with WFP resources.

GOAL secured increased funding to expand its recovery and development operations over the coming 5 years. The emphasis will be on Nsanje where GOAL’s main focus lies, in addition to Blantyre and Balaka. GOAL Malawi plans to build on the current livelihoods agricultural recovery programme (small-scale irrigation, crop diversification, soil and water conservation, NRU rehabilitation, etc) and to replicate the appropriate aspects of the current HIV/AIDS programme in Nsanje, to offer more long-term food security and improve community health. GOAL is also implementing the 4-year programme called the Nsanje Education, Water and Sanitation (NEWS) programme which has three main components of school rehabilitation and construction, improving access to water and sanitation facilities and improving awareness of healthy behaviours through hygiene promotion and training.

Purpose of the Project Manager: The purpose of this role is to manage and implement GOAL Malawi’s Strengthening Community Capacity on Disaster Awareness, Communication, Preparedness and Risk Reduction Project.

General Description of the Role:

  • Overall responsibility for the planning, organisation, budget management, reporting and implementation of Strengthening Community Capacity on Disaster Awareness, Communication, Preparedness and Risk Reduction Project;
  • Design, develop and implement the project monitoring system;
  • Liaise with other NGOs, relevant government agencies and DIPECHO to ensure a coordination of effort and lesson sharing;
  • Manage the Project team to ensure the project is implemented to a high quality standard, on time and within budget;
  • Design and conduct Lessons Learned Workshops for all key stakeholders;
  • Represent GOAL to donors, government, UN agencies and other NGOs in relation to the project, including participation in consultative meetings with other Malawi DIPECHO partners.

Requirements:

  • Degree in a relevant discipline essential; postgraduate qualifications in development studies, environment/environmental engineering or social sciences preferred;
  • Minimum two years experience implementing development or emergency programmes within a developing country context;
  • Previous experience managing ECHO/EU projects and a thorough knowledge of ECHO/EU reporting requirements and expectations in terms of quality, timeliness, and content. Direct DIPECHO experience preferred;
  • Demonstrated experience and high level of competency in at least two of the following areas:
  • Community-based disaster preparedness;
    • Design and development of small scale mitigation works;
    • Facilitating the coordination between Government organisations and local communities;
    • Development/Implementation of Early Warning Systems;
    • Local Government Institutional Strengthening;
    • Capacity Building/Training and training materials development.
  • Demonstrated experience implementing participative research methogologies;
  • Strong communication, planning and organisational skills;
  • Proven experience of managing a high workload and multiple priorities.
  • Excellent spoken and written English language skills.
