OVERALL DESCRIPTION
GOAL has been implementing programmes in Malawi since 2002. Currently GOAL is implementing programmes in HIV-AIDS, nutrition, water and sanitation, livelihoods/food security and disaster management.GOAL Malawi is based in Blantyre city with a large Field Office in Nsanje town. This office coordinates the implementation of projects linked to all sectors in Nsanje district, whereas the office in Blantyre is representation plus HIV-AIDS and nutrition projects. One HIV-AIDS project is done in Balaka district, but there is no permanent presence there in form of an office.The current donors are Irish Government (though its Multi Annual Program Scheme) European Union (through the directive DIPECHO) UNICEF and Irish Aid (through UNDP).
GOAL started projects related to disaster management in Nsanje district since the year 2008, and internally mainstreams this sector in all other projects.
Purpose of the Project Manager: The purpose of this role is to manage and implement GOAL Malawi’s Strengthening Community Capacity on Disaster Awareness, Communication, Preparedness and Risk Reduction Project.
General Description of the Role:
- Overall responsibility for the planning, organisation, budget management, reporting and implementation of Strengthening Community Capacity on Disaster Awareness, Communication, Preparedness and Risk Reduction Project;
- Design, develop and implement the project monitoring system;
- Liaise with other NGOs, relevant government agencies and DIPECHO to ensure a coordination of effort and lesson sharing;
- Manage the Project team to ensure the project is implemented to a high quality standard, on time and within budget;
- Design and conduct Lessons Learned Workshops for all key stakeholders;
- Represent GOAL to donors, government, UN agencies and other NGOs in relation to the project, including participation in consultative meetings with other Malawi DIPECHO partners.
GOAL anticipates that in the performance of daily activities there will be some tasks requested of the employee that are not stated in this job description. It is therefore an additional responsibility of the employee to be flexible regarding the interpretation of this job description.
Requirements:
- Degree in a relevant discipline essential; postgraduate qualifications in development studies, environment/environmental engineering or social sciences preferred;
- Minimum two years experience implementing development or emergency programmes within a developing country context;
- Previous experience managing ECHO/EU projects and a thorough knowledge of ECHO/EU reporting requirements and expectations in terms of quality, timeliness, and content. Direct DIPECHO experience preferred;
- Demonstrated experience and high level of competency in at least two of the following areas:
- Community-based disaster preparedness;
- Design and development of small scale mitigation works;
- Facilitating the coordination between Government organisations and local communities;
- Development/Implementation of Early Warning Systems;
- Local Government Institutional Strengthening;
- Capacity Building/Training and training materials development.
- Demonstrated experience implementing participative research methogologies;
- Strong communication, planning and organisational skills;
- Proven experience of managing a high workload and multiple priorities.
- Excellent spoken and written English language skills.
