General Description of Programme
GOAL has been working in Ethiopia since 1984 implementing a range of development and emergency response activities, including working with street children, pastoralists and rural small holders with a focus on health, education, nutrition, WatSan, livelihoods, food security and HIV/AIDS, with particular emphases on integration of activities and community participation. Cross cutting issues include gender, the environment and HIV/AIDS. GOAL Ethiopia utilises a strengths based approach to all development activities. Most GOAL management staff are Ethiopian, reflecting the duration of the country operation and the difficulty in obtaining work visas.
In 2005 GOAL, in partnership with USAID/OFDA, established the Rapid Response Programme (RRP) to respond to emergency nutrition situations in Ethiopia. Through this programme, GOAL has developed significant expertise in Community based Therapeutic Care (CTC), including capacity building of MoH staff, nutrition surveys and assessments and supplementary feeding activities. GOAL is OFDA’s primary emergency nutrition partner in Ethiopia. To date GOAL has received $9.25 million from OFDA.
A severe drought is affecting the nutritional and health status of millions of people living in southern Ethiopia. The impacts of this drought are likely to continue until at least September 2008, and very likely into 2009. As a result GOAL is significantly expand nutrition activities, whilst also undertaking emergency health and WatSan responses. GOAL Ethiopia has received more than €4m (USAID/OFDA, Irish Aid/EHAF, UNOCHA, EthiopiAid, GOAL funds) in recent months for current emergency response activities, with additional funding expected. The overall budget of GOAL Ethiopia in 2008 is currently €8.4m.
The Logistics Advisor, Emergency Response, is responsible for ensuring that all GOAL logistics polices and procedures are properly and adequately understood and implemented for all GOAL Ethiopia emergency response activities.
General Description of the Role:
The Logistics Advisor, Emergency Response, will work closely with both the RRP Project Manager and the Nutrition Coordinator, focusing on comprehensive activity planning, donor compliance and staff training plus field level implementation. The overall emphasis will be to ensure full compliance with GOAL’s logistics procedures for all emergency activities, plus practical support for continued expansion of emergency activities.
The Logistics Advisor, Emergency Response is responsible for conducting emergency field assessments of logistics systems and procedures, to identify gaps or inconsistencies with GOAL policies and procedures and to recommend clear action plans and to support the continued expansion of emergency activities.
Overall objectives of the position:
To ensure the effective implementation GOAL Ethiopia’s 2008 emergency drought response ensuring compliance to both GOAL and donor requirements.
Key Duties – emergency response activities:
Procurement
- To ensure that all appropriate field staff are fully au fait with and implementing all appropriate procurement policies and procedures.
Transport management
- To ensure that all appropriate field staff are fully au fait with and implementing all appropriate transport management policies and procedures.
Communication and security
- To ensure that all appropriate field staff are fully au fait with and implementing all appropriate communication and security policies and procedures.
- To ensure that the IT and office equipment standards procedures are in place as per “GOAL Ethiopia IT and Office Equipment Standards”.
Stock management/warehousing
- To ensure that all appropriate field staff are fully au fait with and implementing all appropriate stock management/warehousing policies and procedures.
Asset management
- To ensure that all appropriate field staff are fully au fait with and implementing all appropriate asset management policies and procedures.
Health and safety
- Assess current health and safety issues in the field offices, and to make recommendations and appropriate changes to minimise the risk of work related injuries and accidents.
General support
- To participate in emergency assessments and to provide logistical support as required.
- Facilitate regular logistics meetings.
- Other tasks and responsibilities in consultation wit the Logistics Coordinator.
Requirements:
- Full familiarity with GOAL logistics procedures and policies/guidelines with at least 2 years experience in managing large scale emergency logistics operations in developing countries, including experience of liaising with government bodies, UN agencies and other NGOs.
- Familiar with USAID/OFDA, ECHO, UNOCHA and Irish Aid/EHAF guidelines.
- Excellent team leader and builder, communicator, facilitator and trainer.
- Experience of managing security issues in insecure/hostile environments.
- Ability and willingness to travel to locations outside Addis Ababa and live in sometimes-basic conditions.
- Good computer skills, including familiarity with Microsoft Word and Excel and Database.
