General Description of the Programme
The Procurement Manager is responsible for overseeing all Procurement country-wide in support of programme objectives. The primary focus is to ensue that all procurement requests are delivered in a timely manner while ensuring that GOAL’s own purchasing systems and relevant donor guidelines are complied with. All Procurement procedures must follow the standard systems in the GOAL Logistics manual and must incorporate any relevant external Donor Guidelines that are necessary. Responsibilities include:
- Oversee all International, Regional and Local Procurement and handover of aid to next link in supply chain.
- Ensure that all Procurement complies with GOAL’s standard Purchasing and Logistics Systems
- Ensure that all Procurement complies with any external donor requirements and local government regulations
- Regularly report on status of all Procurement to relevant stakeholders
- Work closely and report to Logistics Coordinator in procurement planning and delivery
- Ensure that all goods received by GOAL are recorded, stored and allocated in accordance with the GOAL logistics manual
- Negotiate and secure best value and service benefit deals on all procurement and supply requests based on GOAL logistics criteria.
- Liaise with logistics, operations and finance departments to ensure timely and accountable delivery of aid
- Update and maintain the list of suppliers in the Vendor Roster
- Provide Input into budgets and proposal planning
- Provide training to all Procurement staff on GOAL purchasing systems and processes
- Provide guidance to other relevant departments on and how to interface with Procurement systems e.g. how to complete requests for supplies, guidance on donor requirements etc.
- Ensure all GOAL Assets are recorded on Asset management System at point of purchase
- Liaison with in-country authorities
- Make sure that all the payments carried out by Financial department for local orders are cross checked against the initial procurement and delivery papers.
- Ensure that all procurement paper works as per GOAL Procurement Manual are fully handed over to Finance department and any outstanding papers are followed up till the complete closure of procurement loop.
- Ensure and coordinate with Finance department that all procurements are in compliance with all relevant donor purchasing and stocks/assets management requirements and regulations.
- Together with Finance department, produce required reports and updates to donors
- Submit all relevant reports to HQ Ireland in a timely manner. These will include including High Value Requirements Schedule, Purchasing Proposals, and Vendor Rosters.
- Participate in senior management meetings as required
- Participate in budget and proposal planning and assist in building accurate and extensive budget breakdowns with senior management team
- Liaise with Programme, Finance and other department managers on a regular basis.
Requirements:
- Min of 2 years senior purchasing experience in an overseas humanitarian role with an international NGO, with 1+ years as head of purchasing function
- Experience in dealing with purchasing compliance requirements of institutional donors such as USAID/OFDA, ECHO, EU, and UN bodies with regard to purchasing
- Previous Experience in GOAL logistics and purchasing systems a distinct advantage
- Qualification in Purchasing or related discipline a distinct advantage
- Experience in budget building, proposal development
- Appropriate skills and experience in the capacity building and training of national staff and partners essential
- Ability to work under pressure to pursue multiple tasks simultaneously to successful conclusions
- Understanding and acceptance of the varying standards required and the problems inherent within the context of work in a developing country.
- Strong computer skills in Microsoft packages, including Excel, Word, and Outlook. Particular emphasis on Excel
- Positive attitude and ability to succeed in difficult situations
- Committed team player
