OVERALL DESCRIPTION
General Description of the
Programme:
GOAL is in the process of securing additional funding for
an Urban WASH emergency programme in Zimbabwe. The objective
of this emergency programme is to restore the coping mechanisms
of populations at risk through increased access to safe water
and sanitation facilities. The key activities of this project
include borehole rehabilitation and drilling, refurbishment
of public sanitation facilities, hygiene education and the
promotion of rain water harvesting in the district town of
Hurungwe district.
General Description of the
Role:
The purpose of this role is to establish this project and
oversee GOAL’s ongoing rural community WASH program
in Hurungwe district. This position is responsible for the
design of the technical and social components of this WASH
intervention; ensuring implementation is carried out in line
with GOAL standards, codes of conduct and humanitarian principles.
Developing a national counterpart with the capacity to guide
this project to completion is a pivotal function of this role.
Key Duties:
• Hiring and training of team members, including a national
counterpart.
• Design of the technical and public health aspects
of this program and developing an appropriate and achievable
work plan with key stakeholders that will achieve the objectives
of this program within the project period (nine months).
• Ensure project activities are implemented and budget
administered in line with agreed work plan and donor policies.
• Oversee and monitor the ongoing community WASH program
in Hurungwe district.
• Ensure all programme activities are undertaken in
a way that reflects the needs of specific vulnerable groups
including women, girls and child-headed households and PLWH/A.
• Use of participatory approaches as far as possible
throughout the programme.
• Work in partnership with key district stakeholders,
building capacity where necessary.
• Coordinate with other members of GOAL’s staff,
agencies, donor representatives, community representatives
and local and national authorities.
• Weekly reporting to programme manager and other ad
hoc reporting as required.
• Provide technical advice and support to other GOAL
Zimbabwe WASH projects as necessary.
Requirements: (educational,
language, etc.)
• A degree in engineering, preferably in water and sanitation.
• Experience in contracts management and rain water
harvesting technologies.
• Knowledge of public health and one or more other relevant
areas (e.g. health promotion, community development, education,
community water supply.)
• 2 + years of previous overseas experience managing
WASH projects
• A management style that promotes staff capacity.
• Experience in liaising with government officials and
donors
• Strong understanding of hygiene promotion and community
mobilization in relation to water and sanitation activities.
• Budgetary control and financial management skills.
