GOAL HAITI
GOAL
became operational in Haiti in response to the earthquake
of 12th January. The GOAL team, which consists of engineers,
logisticians and health professionals, has experience of working
in disaster situations across the Developing World, such as
the tsunami in South-East Asia in 2004 and the East Asia earthquake
in 2005.
GOAL are developing programmes
in shelter/construction, NFI distribution, watsan and health,
and require an Assistant Country Director to support and develop
this country programme going forward.
OVERALL
DESCRIPTION
The main purpose of this
position is to assist the Country Director in managing the
support functions of GOAL’s operation in Haiti with
direct responsibility for managing HR, Logistics, IT/Communications,
Security and Administration departments.
KEY DUTIES
• Supervision of all logistical operations, including
procurement, supply chain, asset management, air transport
and fleet management, at the various field and support sites.
• Ensure compliance of logistical operation with GOAL
Logistical Manual and with Donor requirements.
• Support and manage the Human Resource office in ensuring
that fair and legally appropriate HR policies are in place
and adhered to at all times.
• Review the recruitment and selection policies in the
HR department.
• Directly manage and support the IT department with
a focus on setting up and managing systems, ensuring field
sites receive regular support visits to ensure IT and communications
are optimized.
• Directly manage and support the administration department,
ensuring all systems are robust and focusing on managing all
regulatory requirements.
• Support the Country Director to monitor the security
situation in the project areas and to ensure all staff are
familiar with and adhere to the GOAL Security Guidelines.
REQUIREMENTS
• 3 years or more previous overseas management experience
in humanitarian assistance programmes, at least 1 year of
which must be at senior management level.
• Experience of managing large multicultural teams of
people.
• Experience of liaising with institutional donors,
governmental and local authorities, and other NGOs.
• Strong writing skills and ability to write quality
proposals and reports.
• Experience of managing bid and tender, logistics and
the procurement cycle, fleet and fleet procurement.
• Budgetary control and financial management skills
an advantage.
• Experience in managing HR, contracts and planning
• Experience of managing security, an advantage.
• Flexibility to adapt to changing requirements.
• A willingness to accept basic living conditions.
• Fluent French or Kreyol is an advantage.
• Good team player, capable of working with a multinational
country team.
