OVERALL DESCRIPTION
General Description of the Role
GOAL has been operational in Ethiopia since 1984, implementing emergency and rehabilitation/development projects. Over the last five years, Ethiopia has been suffering from poor rainfall which has reduced the capacity for crop and pasture production. Ethiopia was still struggling to recover from the 1999/2000 drought when a further drought hit the country in 2002, this resulted in a very serious humanitarian emergency with 13.1 million people requiring food aid. GOAL responded with nutrition and health programs in many parts of the country.
GOAL is currently funded by USAID/OFDA/ ECHO and Irish Aid to implement a Rapid Response Program, to undertake assessments and nutrition surveys in areas of concern throughout Ethiopia and implement emergency interventions together with partners in health and nutrition and provide sub-grants to other organizations for emergency activities. The nutrition interventions utilize the Community-based Therapeutic Care (CTC) model of therapeutic feeding combined with a government run supplementary feeding initiative, plus preventive and curative health care as appropriate. The key to the success of the program is to ensure a flexible and fast response to emergency situations and hotspots.
In addition the above emergency response nutrition activities, GOAL are currently undertaking the practical planning and implementation of development nutrition program activities, to be incorporated into current country program sites where appropriate. Activities will include capacity building CTC style interventions (working closely with the MoH and relevant volunteer bodies) in accordance with complimentary nutrition initiatives, to be assessed and determined imminently.
General Description of Role
To assist the Nutrition Coordinator in the implementation of the emergency nutrition program implemented by GOAL and help oversee partner organisations nutrition activities. To provide support through capacity building, mentoring or coaching to the Regional CTC Coordinators/CTC Field Coordinators and during emergencies provide technical input, management and support to GOALs nutrition teams and other involved parties.
Overall Objectives of Role
Assist the Nutrition Coordinator in enabling GOAL Ethiopia to provide timely and appropriate nutrition interventions based on an assessed and verified need. To ensure effective and timely response of partners to rapidly respond to emergencies with technical support in nutrition interventions and program monitoring.
Key Responsibilities
- To work as a counterpart to the Regional CTC Coordinators/CTC Field Coordinators to enhance the development of their management, reporting and planning skills.
- Monitor ongoing Regional CTC activities, thereby allowing the Nutrition Coordinator to concentrate on overall program supervision and project coordination.
- Ensure the Regional CTC Coordinators are monitoring weekly and monthly reports, statistics, budgets, logistics and finance activities in the field, capacity build where necessary.
- Provide the Regional CTC Coordinators with the knowledge and tools to conduct on the job training and capacity building for GOAL and MoH staff/volunteer partners using standardised MoH and GOAL materials on appropriate curative care and suitable preventative activities.
- Assist the Regional CTC Coordinators/other relevant GOAL staff in developing, planning and implementing effective community-based mobilization strategies.
- Provide technical input and practical guidance on activities directed towards the prevention of malnutrition in all GOAL Ethiopia’s sites, this may well include education, but might also involve advocacy for particular food security interventions or livelihoods practices.
- Ensure that the public health nutrition education messages and tools used within the RRP Programme are standardised and accepted by the MoH.
- Ensure that Public Health Nutrition Education (PHNE) sessions and activities give correct information (using IEC/BCC materials outlined above) and are given in an open and participatory manner that encourages questions and discussion.
- Ensure that all community activities included in the proposals are implemented in the relevant CTC programmes in coordination with the Nutrition Programme Coordinator and the Regional CTC Coordinators.
- Cultivate and maintain good working relations with local communities, government bodies and other NGOs in the County.
- Ensure that the Regional CTC Teams involve local community leaders and women’s associations in all aspects of nutrition programming to ensure community agreement, acceptance and sustainability.
- Ensure that the Regional CTC Teams collaborate with the community health team in planning and supporting programme activities.
- Attend nutrition-related coordination meetings when possible and participate in nutrition working groups to represent GOAL.
- Be actively involved in CTC programme monitoring and evaluation with an emphasis on quality, implementation, impact (in relation to behaviour change) and cost-effectiveness, and provide suggestions to strengthen and improve the programme as appropriate in collaboration with the Regional CTC Coordinator.
- Support the Nutrition Coordinator in the organisation and overseeing of all aspects of the emergency nutrition interventions.
- Participate in project planning activities and in the development of site exit strategies.
- Facilitate information sharing with other sectoral departments either within GOAL or other ministry / partner organisations at the field level including, Health, Livelihoods and Food Security, HIV/AIDS teams to ensure an integrated country programme approach.
- Ensure the timely implementation of the recommendations given by GOAL’s technical support team in collaboration with the Regional CTC Coordinator.
- Assist in project review and documentation of lessons learnt for wider dissemination.
- Perform other duties as directed by the Nutrition Coordinator.
Requirements
- B.Sc./M.Sc. or equivalent in Nutrition or related degree.
- 1+ years of overseas experience in humanitarian assistance programs.
- Experience in planning, management and coordination of nutrition programs.
- Good computer skills, including Microsoft Word and Excel and PowerPoint.
Skills & Competence
- Experience and skills in training staff
- Demonstrated analytical and conceptual skills to plan projects, timetable agreed activities and oversee staff activities.
- Experience with mentoring and building the capacity of local staff.
- Strong management skills and proven experience in managing teams.
- Strong organizational skills and some experience with project planning, timetabling and monitoring budgets would be an asset.
- Excellent communication skills, preferably with some experience or exposure to developing and writing proposals.
- Good human resource management skills and logistic skills.
- Awareness of community-based approaches to improving nutrition and food security.
- Proven experience in liaising with government officials, other NGOs, donors and UN agencies.
- Understanding of development and relief issues.
- Appreciation of the aims and objectives of GOAL.
- Outgoing personality with excellent communication skills.
- Good team player, flexible and capable of working with a multinational country team.
- Ability and willingness to travel and work in rural locations and live in basic conditions.
- Appreciation of and sensitivity to local culture.
- Excellent written and spoken English.
- Ability to function and manage in situations of uncertain security.
